The Early Learning Coalition of Hillsborough County (ELCHC) is a 501-C3 organization that specializes in the funding and delivery of quality early childhood care and education and after-school programs and services to the children and families of Hillsborough County. We serve approximately 20,000 children and families and work under a holistic paradigm that is designed to not only assist families with early childhood care and education matters, but also connect them with community resources that will help sustain and grow their families.
FDST Mission is to provide all encompassing educational and support services to families who have been impacted by Down Syndrome. We achieve this through our website and social media outlets where parents can receive up-to-date information related to Down Syndrome.
We serve Hillsborough, Pinellas, & Pasco County.
FDST Parent Liaison program offers free “Expectant Parent Packets” and “New Parent Packets” with resource materials for parents receiving a diagnosis of Down syndrome. Each packet comes with the book “Babies with Down Syndrome, A New Parents Guide”.
With forty Down Syndrome births each year FDST makes sure all Tampa Bay area hospitals have been supplied with our parent packets for distribution. If you would like to receive a parent packet send your request to firstname.lastname@example.org. Our FDST Parent Liaisons are available upon request to meet with new parents. FDST Parent Packets are also available in Spanish and a bilingual Parent Liaison is available.
FDST provides financial support through our scholarships to help offset the costs of conferences, recreational or educational programs, and the Hope Haven Clinic Evaluation. Our Special Needs attorney, Laurie Ohall, PA is available to help families with guardianship, trusts, and estate issues.
We understand that a strong support system can make a great impact in the lives of parents raising a special needs child. We provide connection and support through our monthly Playgroups, Playdates and Social Club. BABY F.R.I.E.N.D.S. for the 0-4yrs, TWEEN MEETS for the 5-10yrs. TEEN CLUB for the 11-14yrs and our F.R.I.E.N.D.S. SOCIAL CLUB is available for all special needs young adults. For our Dad’s we have BEST FRIENDS.
For Down Syndrome Awareness, connections, and fun FDST hosts four awesome events each year. In March a World Down Syndrome Day Picnic, in July a Down Syndrome Awareness Picnic & Pool Party, in October our fabulous Buddy Walk at Raymond James Stadium and in December our F.R.I.E.N.D.S. Holiday Potluck & Cookie Swap Party.

The Foreign Language Immersion Program is an emerging after-school program that has been developed by a full-time educator, parent and advocate for language learning. The program offers before-, after- and during-school foreign language enrichment classes to schools that do not currently offer language classes or would like to offer additional enrichment for students. We offer semester-long full-immersion courses in Spanish, Arabic and Mandarin Chinese for PreK-5th grade five days per week. Our program enhances the language learning process by providing many opportunities for students to use the target language in authentic ways with native speakers both in the classroom and beyond.
